Im Jahr 2029 wird Amerika von einem Diktator namens The Director regiert, der die Massen via Totalüberwachung kontrolliert. Einer, der die schmutzige Arbeit für die totalitäre Regierung verrichtet, ist Condor. In einem Moment der Schwäche entscheidet die Mordmaschine, eine Frau, die er töten soll, zu verschonen. Der Director beauftragt nunmehr Condors Vorgesetzen Controller damit, den abtrünnigen Killer auszuschalten. Und macht sich damit einen Mann zum Feind, den er nicht unterschätzen darf.
